Hei Raukura Mō te Mokopuna - Strategy

He rautaki a Hei Raukura Mō Te Mokopuna ki te whakapakari i te reo matatini me te pāngarau puta noa i ngā huarahi akoranga o te reo Māori. He mea tono e Te Tāhuhu o te Mātauranga, ā, i whakawhanaketia, i whakaritea hoki e ngā mātanga tautōhito me ngā kaiārahi i te kaupapa o te reo matatini me te pāngarau, me te tāpaetanga nui mai i ngā ākonga, ngā raukura, ngā whānau me ngā Kaiako o te rāngai.

Hei Raukura Mō Te Mokopuna is a strategy to strengthen te reo matatini and pāngarau across te reo Māori education pathways. It was commissioned by the Ministry of Education and was developed and prepared by experienced practitioners and leaders in the field of reo matatini and pāngarau, with significant contribution from ākonga, raukura, whānau and Kaiako in the sector.

The strategy has been called for as part of the redesign of Te Marautanga o Aotearoa and aligns strongly to the holistic and 21st century learner philosophy of Te Tamaiti Hei Raukura, placing the ākonga at the centre of learning.

Mā te whakahoki mai i te kaupapa ake o te reo matatini me te pāngarau, e whakaata pai ake i te Māori e angitu ana hei Māori, me te mahi matua a te reo matatini i te paetae me te angitu o ngā mokopuna Māori.

Hei Raukura mō te mokopuna, through the redesign of Te Marautanga o Aotearoa, takes the opportunity to promote and enhance a mātauranga and kaupapa Māori understanding of te reo matatini and pāngarau. Reclaiming the original intent of te reo matatini and pāngarau should better reflect Māori succeeding as Māori and the central role of te reo matatini in the achievement and success of mokopuna Māori.

E tūtohu ana a Hei Raukura Mō Te Mokopuna i te tūranga waiwai o ngā kaiako ki te whakamōrahi i te angitu o ngā ākonga, me te tāpae i te āheinga mō ngā whānau, ngā hapū me ngā iwi ki te whakamārama he aha te mātauranga ki a rātou, ā, he pēhea te whakapuaki i roto i tā rātou marau ā-kura.

Hei Raukura Mō Te Mokopuna recognises the critical role kaiako play in maximising ākonga success and offers the opportunity for whānau, hapū and iwi to define what mātauranga is to them and how it is expressed in their marau ā-kura.

The strategy honours good practice that already exists in kura and te reo Māori education settings and aims to further support ākonga and kaiako to learn and teach these foundational skills in and through te reo Māori, which ākonga use to experience the world.

As part of the support included in the strategy’s implementation, specific efforts will be given to develop the proficiency of Kaiako in te reo Māori. This will include ensuring kaiako understand the bodies of knowledge specific to te reo matatini and pāngarau, and that they know how to impart this knowledge in a Māori context.

Kia Rangatira te iwi – E miramira ana te rautaki i te hiranga o ēnei pūkenga i te tūāoma o te whakatutuki i ngā wawata o ngā iwi mō te whakarauora reo, otirā he aronga hoki tō te rautaki ki te whakapakari i te reo Matatini me te Pāngarau.

Kia Rangatira te iwi – The strategy with a focus of strengthening te reo Matatini and Pāngarau, emphasises the importance of these skills in the journey of reaching iwi aspirations of language revitalization and regeneration.

E whakatinanatia ai tēnei rautaki, e whai ana mātou ki te tuitui haere i tāna ahunga rautaki i roto katoa i te whakahoahoatanga anō o Te Marautanga o Aotearoa. Mā te mahere rautaki mahi e mātua whakarite e tautokona ana ngā kura mō te whakawhanaketanga o te whakatinanatanga, me tā rātou marau ā-kura. Ka whakatakoto te mahere mahi i ngā tikanga mahi hei whakauru i ngā mahi tūtohu, ka āta whakahaeretia hei ngā tau e rima, neke atu rānei. To implement the strategy, we aim to weave its strategic direction throughout the redesign of Te Marautanga o Aotearoa. A strategic action plan will ensure kura and schools are supported for development implementation and of their marau ā-kura. The action plan will outline methods to introduce the recommended actions in phases over a period of at least five years. This will include working with kaiako and experienced practitioners and leaders in te reo matatini and pāngarau.
